Bloomin' lovely!!

Took myself and the bridge camera for a walk round Workington harbour today.
Took lots of pics but this one really stood out. The flower was in a shrubbery which the developers planted alongside a road in the industrial / shopping area near the harbour.
As usual, botany is not my strong point but. I think it may be a Rosa Rugosa. Any corrections would be most welcome.
