Scary Faced Owl Pants

I'm not sure if I've posted this carving before, but it will be quite some time ago if I have.
This is on the outside of the Old Queen's Head in Sheffield, and is very much as old as it looks.
I'd love to know the symbology behind the carving, if there is any.
