Who's Rothchild?

Don't you just love enigmatic graffiti? This was scrawled in indelible marker pen on the pavement in Cathedral Close, Exeter. Is this an in-joke or the psychotic ramblings of the paranoid? I will let you know if Rothchild accepts culpability.
