Cheltenham graffiti layers

Cheltenham actively encourages street art. Not all street artists respect the work of others and feel sufficiently entitled to add their own embellishments. It’s still art?! Discuss! This one is a pastiche of a Banksy that appeared (and subsequently disappeared)on a house in the town depicting the work of GCHQ. The cameras and microphones have been replaced here by cups of tea!
