Free parking

Lovely swim this morning, but a very low tide so it was a bit of a walk and we mostly swam in knee deep water to save walking too far!
This boat has been on the beach for a couple of weeks now. I thought it had slipped its moorings and was concerned about it becoming a (more of) hazard. Turns out there is someone living aboard who is opting not to berth in the harbour. I suspect there is a disagreement with the harbour master over something.
