Shapes

I was strolling around the Denver Sluice area looking for something different to photograph. The silhouettes atop a set of sluice gates looked interesting. The telecoms dish was ordinary enough, the weather vane more interesting but the bird was new. Its head rotated a few degrees side to side, but the wings were still, the ears looked a bit owl-like.

I was curious to begin with - what could it be? Slowly it dawned it was artificial, but with what purpose? To amuse, or maybe to deter other birds from alighting on the railings and platform?
