A slight mystery!

This is the village pillar box, with a knitted cap for VE Day, but I don't understand why this black covering has been wrapped around the pillar box to seal it.  Normally if a pillar box is removed from use it would carry an official Royal Mail sign saying so.  We shall wait and see what happens!
