A puzzle

This rose bush has recently produced new growth next to the fence. Not sure if this is a grafted rose and the new growth is from the base root. It has lots of buds on it, so I’m waiting to see if those flowers are any different to the buds that have opened. 

Chelsea Flower show next week, I’ve never visited, but will be watching with interest so see what I can learn.
