I think Cowcross Street was remembering 1196 when it was the place where the cows crossed the Fagswell Brook (a tributary of the River Fleet) on their way to the Smooth Field (Smithfield), having walked from Yorkshire or even Scotland down the Great North Road (St John's Street).
