Pale Tussock Moth

I spotted this moth resting on the grass as we walked through a field overlooking Blackburn. I assume it was resting as in a later photo the front legs aren't sticking up in the air. 
It is an odd looking hairy moth with an odd looking caterpillar (similar to this one that I spotted last year Vapourer Moth Caterpillar).
Maybe 'striking' would be a kinder word.
