Kurd

When I first saw him, he was a bushy black haired chap relaxing on a sidewalk bench.  Eventually he began to engage in conversation.  Said he was an electrical engineering student but short of cash.  He spent a long time with his hands in a flower bed then moved to the other side of the street.
