Clear as mud!

So the diversion sign tells you to turn left by the No Left Turn sign and go through the No Entry sign, the wrong way down a one way street.

Thames Water are digging up a section of a one way street, so it is closed and they had to do something. There are 3 way traffic lights in place, but if I had been them I would have covered up the 2 permanent signs.
