A bug in the system

I"m sure they eat the plants but don't cause a lot of damage. These are red banded leafhoppers and since I love the colors on these guys it's the star of the day. The real culprits damaging my plants at this time of year are the 4 banded plant bugs that are currently causing a lot of damage to my Russian sage , culinary sage, caryopteris and something is eating my rose leaves as well and though I have not seen them I strongly suspect these stinkers are doing it. The downside being I can't put anything on them that won't also harm bees as the roses are blooming . Fortunately nothing else is at the moment so I have been using diatomaceous earth  on the non bloomers. . It doesn't seem to kill them but they are avoiding them , until it rains anyway.
