Puzzled

I found this in the garden and as it wasn't mine I could not fathom what it was. I wondered if it belonged to the plasterer - he of the white smile, see yesterday's Blip - and so it proved. Apparently it fixes a broom head to a handle. He'd wondered where it had gone.
