More sieve than lock?

The idea of those big gates is to hold the water back but these ones have so many holes and general leaky bits that quite a lot gets through. The water even finds its way through the old stonework and piddles down from little holes in the sides of the lock.
According to one of the canal workers, this set of gates will be repaired/replaced soon - just probably not this year!
