Mysterious plankton on the beach

A few days ago, the sea on the Evian gulf side of the island was covered with a strange white substance like little flowers, which some people assumed was pollution or plastic. But it dried out along the shore into these delicate hard pink  crystals, smelling very fishy. It turns out it's a type of plankton. But I've no idea why it appeared and where it came from.
