I don't think this is written by a native British-English speaker/writer. The handwriting is maybe French, maybe Italian, maybe Polish?
What do you reckon?

It's kind of mis-attributed. The UK socialist organisation, Social Democratic Federation, first used the slogan, 'Educate, Agitate, Organise' in an 1883 pamphlet, Socialism Made Plain, the Social and Political Manifesto of the Democratic Federation. 

Gramsci wasn't born until 1891. Though (frantic internetting going on here) it looks like it was Gramsci who said why,
