Steps to nowhere..

So this is the new walkway alongside the flats, initially promised 6 months after I moved in it has taken another 4 years.. Looks to be just a slight problem... I'm not sure of the logic of putting grass around the bottom of the steps.. It's quite a big leap to the path.?!?!
