The clouds that form or hang over a set of mountains or hills are called orographical clouds - that is they are formed from wind interacting with the land under them. Basically the airstream is pushed up over the mountains, into colder regions so more water condenses out as cloud. There seems to be a double wave here.

Did you know steam is actually water droplets not water vapour which is colourless.Look at the spout of a boiling kettle and there is a clear patch before the steam appears.
