Living statues

I've never really seen the point of people who think they should be paid to stand perfectly still doing nothing. Some of them can get quite annoyed if you photograph them without adding to their collection box.

But what is the difference between the chap with the scarf, wired internally to look as if it is blowing in the wind, and the totally stationary chap watching him (apart from when he had a quick drag on his cigarette)?
