Looking familiar

Spotted this old chap while on a lovely relaxing weekend away in Brugge with my wife. He looked a tad grumpy, but he was sitting in a nice bar / coffee shop / restaurant in the warm reading a paper, so I have no idea why!

He also looks really familiar. I'm sure he looks like someone off the big (or small) screen but for the life of me I can't put a name to him.

What do you all think? Who is he?
