A Chained-up Tree

Today we ventured into the domain of the 'Ladies Who Walk' - St. Ives Estate, Bingley (don't tell Corinthian) :-)
We spotted this rather odd tree festooned with a marine quality chain.
We couldn't see any obvious reason for it - maybe someone out in Bingley Blipland can enlighten us?
