Parrot in a cage?

Before going to my cousin's and godson's place, we visited a supermarket in Kouvola. Before we got there, we got stuck in traffic as there was a collision of two cars (didn't seem extremely serious, although both cars appeared to be damaged). While sitting in the traffic I noticed some artwork on the side of an underpass, including this parrot. As there was a railing with steel bars between the underpass and me, with a bit of cropping the parrot appears to be behind bars in a cage.
