Water birds?

Now I don't profess to know a great deal about birds but I have never thought of pigeons as being water birds. This little lot were just sat in the river today. I think the water was only a few inches deep but many of them had their tummies in the cold water.
We have had 7 massive hail storms today. What is the weather playing at?
