Hope is on the horizon

I often go past this picture painted on a pillar of a flyover when I walk round the lake and am never sure whether it is unauthorised graffiti or an authorised mural. Either way, I like it. It's titled 'Hope is on the horizon' and has a signature but I can't quite make it out - looks like 'Hek' and a squiggle. It's dated 2011 and hasn't been removed or painted over so I guess the Powers That Be must be happy with it.
