Getting on the Ladder

Have you ever noticed that there is always that one person who tends to hover mid-way up a ladder. He just pauses in that mid-point;-neither proceeding to the pinnacle or retreating to the base.
It must be some evolutionary throwback to the time we liked to hang about in the tree tops!
