This, sadly, is indicative. As part of the metro4 project (using a plan developed by the soviet leadership in the 60's when demographically the city was a different kettle of fish), which has been dragging on for ages with no end in sight due to the fact that the socialists and liberals have diverted all the money into their own deep, deep pockets (par for the course), the roads around the centre of the city have been drawn, re-drawn and then drawn again by children on acid. Inevitably, this pointless re-routing of routes leads to traffic lights being re-located. And this is one result. Enough to make you weep!
