What you will. There seems to be a real difference in how people like to see their water shots. Normal wisdom seems to prefer the silky, almost dream like, quality from a slow exposure whereas others like the water to be frozen in time. Here's an example of both; the top half is 1/4 of a second and the lower half at 1/800. There is a great contrast; I like them both although it's probably fair to say it's 60 / 40 split in my vote. This is the Water of Leith, flowing over the weir, just west of the Dean Village. I tried to get an identical shot, but didn't quite manage.
