Life's a beach

This road on the Cator Estate in Blackheath intrigues me. The residents clearly don't want a standard road surface - previously, it was a strange sandy kind of surface, which ended up being unbelievably pot-holed. A few months ago, they had a load of gravel laid and spread out on it, but that, too, ended up full of bare patches and pot holes. So now, they've had another several tons of gravel laid.

More money than sense? The cars parked up here may give you some idea as to the answer.
