At least he does in Balykchy at the western end of Lake Issyk Kul in northern Kyrgyzstan. The town was formerly, and variously, known as Ketmaldy, Novodmitrievka, Bachino, Rybachye and Issyk-Kul, before settling on its current name. Must have been havoc working in its post office. It was a busy industrial center but virtually all industry collapsed at the end of the Soviet Union. Now most locals seem to keep busy vending dried fish to the passing traffic.
