The 25m high Alliance sculpture was created by French artist Jean-Bernard Métais, & erected in the Hayes area of Cardiff's city centre, outside the Central Library, in November 2009.

The sculpture consists of a large stainless steel & enamelled metal arrow column & circular hoop which seem to balance in the air. The circle is filled with a liquid which will have a phosphorus glow at night & rises & falls with the movement of the tides.
