Tipsy or Topsy Turvy

All the fountains in Millenium Square and the Center have been turned off and drained which is a dreadful shame in this hot weather when mums and toddlers come down to let them splash around. But this bit of metal usually has water coursing down it so maybe it is a bonus for me!
