This sign is at the marina in the little town of Boston Harbor, which is north of Olympia, WA about 10 miles and sits on one of the inlets of Puget Sound. The information about marine mammals probably refers to harbor seals, which may pop up around the marina or further out. Although marine mammals are protected, apparently the law is flexible since sea lions are routinely killed during the salmon migration because, according to humans, they 'eat too much fish.' I would say it's the other way around, the humans overfish and pollute and blame the shortage on the sea lions.
