A question: Are they macaroons or meringues?

We took an evening stroll around Concarneau and found a lively mini village inside the fort. We had no idea it was there. The kids were predicting boredom and got sweet-scented brightly coloured delight!

So many lovely shops and stalls. I took this photo and have decided to blip it but Elbows and I don't agree on what they are. He thinks they are macaroons and I think they are meringues. They are smaller than my palm and smooth (like mini meringues!!) but he is adamant.
