And then there was a flash of blue...

Went out for a late night walk today. Noticed these brilliant blue lights in my neighbor's garden, which for some reason never commanded my attention until today. I know it's blurry, but I couldn't get it to turn out any sharper. Possibly because it was dark. Any suggestions for that?
