Is people who feel that it completely OK to (a) park on the yellow lines at a road junction and (b) park on the pavement.

If you park for 5 mins over your pre-purchased time in town you're almost certain to gain a £30 fixed penalty ticket. But cause inconvenience to other road user and pedestrians - that's OK then.
