Meterbox or .. .. .. ..?

We think this lovely flower pot full of wild flowers is really a metering box on a mains water pipe. Of course we may be wrong.
The box is shaped at the bottom to fit, and is firmly attached to, the pipe over the stream and we are sure has a purpose other than being a flower pot! We don't think it is a valve but all suggestions will be gratefully considered.
