Another pile of concrete and glass

Another predictable pile of black glass and concrete arises before Glasgow's Duke of Wellington at the corner of Ingram and Queen Street.
Is there real evidence that these developments add much long term economic value ? How much do they simply represent displacement: when a tenant company moves in, it leaves older property empty somewhere else, often in the same city. Short-term building jobs, a bundle of professional fees, but lasting value? This pile replaces another pile built maybe 40 years ago. How long will the new one survive? Does anyone care?
