Looking to diversify its roles and not become typecast, this cormorant appears to be auditioning for "Batman!" So they can "fly" underwater, cormorants' feathers aren't waterproofed, like most waterfowl's are. Rather the water soaks them to the skin, eliminating air and making them less buoyant. But to fly in the air, again, they must allow their feathers to dry and so, offer up these displays in the sun.
