Sleeping rough in Tbilisi

I don't know what his story is but he is camped up in Barnovi st. And uses plastic sheeting in an attempt to keep the bed dry. Fortunately for him it's a mild if very wet December though some mornings walking to work I've seen him lighting a fire. It's heartbreaking to see so many destitute elderly people in the city, many of whom no longer have family to support them and cannot survive on the extremely meagre pension. I want to find out about homeless charities here and whether there is anything I can do to help.
