Faux Overkill

Generally, no vehicles are allowed in the Walnut Creek Open Space, but there is a gate for vehicular access just in case someone needs to do maintenance, respond to an emergency, or whatever.

At first glance this looks like more locks than should be necessary to prevent unauthorized entry through the gate. If you look closely though, you can see that removing any one of the locks will allow the gate to be opened. Thus each agency (city, water department, fire department, etc) with a need to enter has its own lock and probably a key that opens similar locks elsewhere.
