Flower arrangement

Every year at about this time I wonder about the conversation that may have happened when these flowers were planted:
"Now George, you know that the council aren't paying any overtime this year, but try and make this bank look nice. I was thinking artful drifts"
"Aye - righto, then it's an early finish and off to the pub, eh?"
