What's he building?

I must confess to becoming a little perturbed, if not obsessed, by this appearance on the hillside behind my house. It used to be a rather ornate and attractive Observatory for checking out the Martians and Mercurians and the like, but now I'm concerned they may be checking us out -- at much closer range.

The whole experience puts me in mind of a Tom Waits song.
