White fuzzy

We've started doing demography on the common garden (this means we'll be measuring and taking various bits of data on a ton of echinacea plants). This sucker is a white fuzzy. We actually don't know what it is, exactly, other than some fuzzy insect.

edit: bugguide.net is suggesting it may be someone in Orthezia, which is in the mealybug order.
