Bit of a mystery blip tonight - so any local blippers or history buffs out there might be able to enlighten me?

In Stirling for a meeting today, and have probably walked past this hundreds of times, but never seen it high up on a wall. Really intriguing, and a (very quick admittedly) scout on Google and Wikipedia failed to turn up anything that looked like an answer.

Will keep searching, but can the power and reach of blip - intellectual and geographical - provide a clue?
