Where do they think they're going?

This is the view from my kitchen window. They flamingoes have been there, in that exact position, since long before I moved in. They looked especially cold in January when it snowed that one time...
I like to think they're trying to escape from between the building and the parking garage.. but I think they know that they're stuck. Still, they hide behind the ivy and keep hoping for their chance.
