Fallow?

I went down town today to get June's ipad and on the way down Forest lane I saw this.
I did see it a few weeks ago when I took this blip but it was washed out.
Some has been back and rewritten it.
So I took a shot of it.
When I got home I looked up the defination of fallow and found this.

Fallow ? adj

2. (of an idea, state of mind, etc) undeveloped or inactive, but potentially useful.

I thought it was quite interesting for someone to use this word as as far as I know not a common word to use.

So this saying is quite true.
