Funny place for a coat rack?

Yes, I'd never noticed it before even though I pass this way almost every day. Pulling back from this close-up of the Virginia Creeper slowly turning red, as in this photo, the mystery coat hooks are situated on the back wall of the bowling green for the bowlers to use when playing a match. There are actually two sets of hooks, this older, broken one and a less attractive modern one. I don't remember seeing them in use but I'll be looking more closely from now on!
