The Heron Clamper

Due to serious parking congestion where I work, if you dont get in by a certain time you have to use a multi story car park close by. It's a nuisance but at least you get parking.

It seems that a Heron has taken up residence in the multi story and is checking that all users have fed the meter. Clampers in disguise.... :-)
