Blue, Giant, Square-Headded Security Guard

This giant blue fellow makes me smile every time my bus drives by him. I don't know why he is standing there between the sidewalk and some new condos. Possibly an advertisement, but I don't know if I would choose to live in condos just because they had a large, square-headed security guard standing out front.
